Chair of childcare operator quits after Four Corners exposes abuse scandal

Ugari Nona has resigned as chair and board director of NPA Family and Community Services.  (Four Corners: Rob Hill)

In a post on Facebook, Ugari Nona did not state why she was stepping down as chairperson and board director of NPA Family and Community Services.

A worker at the organisation's Injinoo Child Care Centre has been jailed for 82 counts of assault against three boys over a three-day period in 2024.

The organisation said Ms Nona's decision reflected her longstanding plans to step down and were "not a response to recent media coverage".

The chair of the organisation at the centre of the Injinoo childcare abuse scandal has resigned after a Four Corners investigation exposed serious governance and child-safety failures.

Increasing early childhood educators is important for children’s safety. But we shouldn’t focus on numbers alone

On Monday night an ABC Four Corners episode on child safety in child care services depicted some disturbing CCTV footage.

Videos showed an educator at a service in remote Queensland grabbing a baby by his head and neck, holding his face into a pillow and even kicking him. The ABC reported the incidents occurred over three days in late August and early September in 2024. In the footage, the educator appeared to be the only adult in the room.

The public release of the videos comes a year and a half after shocking child abuse scandals rocked the sector.

In response, state and federal governments have been working to increase protections for children in early childhood services. This has included addressing how educators supervise children.

Staff are without jobs and parents are hustling to find care for their children after a long-standing early learning centre in Bathurst was forced to close, due to ongoing non-compliance and child safety risks.

According to a statement released by the NSW Early Learning Commission today, September 30, 2026, Jenny's Kindergarten and Early Learning Centre Bathurst has lost its provider approval, with the centre set to permanently close from October 13, 2026.

This comes after the NSW Early Learning Commission – the regulatory authority for early childhood education and care in NSW – has been investigating allegations of multiple ongoing serious breaches at the Bathurst childcare centre.

Early Learning Centre Albury suspended for six months over child safety concerns

The decision took effect immediately. The service must remain closed while it addresses the issues identified by the regulator. An investigation is continuing.

According to the Commission, authorised officers identified failures to adequately supervise children and protect them from harm and hazards, along with an unsafe indoor and outdoor environment. The regulator also raised concerns about inadequate resources for children’s ages and stages of development, staff induction processes, and awareness of child protection legislation and reporting requirements.

NSW Early Learning Commissioner Daryl Currie said authorised officers had identified immediate risks to children. He said the Commission had worked with the service to improve quality, making multiple visits and issuing compliance actions over two years before deciding to suspend its approval.

Childcare safety loophole for educators breaching regulations

A childcare provider in Melbourne has been stripped of its federal funding after a number of safety breaches.   (ABC News: Morgan Timms)

A loophole in the government’s new childcare safety legislation allows educators who have breached safety standards and lost federal funding to re-register under a different provider.

The first childcare provider to lose funding under the legislation claims all its educators plan to re-register, including those who breached the regulations.

The family child care provider is appealing the decision with the Victorian regulator.

An educator found to have breached safety regulations can continue to operate by switching providers in a loophole exposed by the government's childcare safety crackdown.

Education Minister Jason Clare has revealed that a service in Victoria has had its funding cut after failing to meet mandatory child safety obligations.

The obligations were introduced last year following allegations of child sex offences and Mr Clare said the standards have had a significant impact.

"I can tell the house that we've now issued notices against 115 centres; 47 centres have now suddenly fixed the problems they'd refused to fix for more than five years; seven have voluntarily relinquished their licenses. And I can inform the house that today my department has cut funding to a service in Victoria that has been warned and continued not to meet the standard."

Laugh & Learn: Childcare that left poison within children’s reach could close after funding cut

A Victorian family daycare provider could be forced to close after the federal government used expanded regulatory powers to cut its funding.

Laugh & Learn Family Day Care Education & Training was found to have seriously breached safety guidelines at two of its family daycare residences in Craigieburn, including leaving bleach, paint and rat poison within reach of children.

The provider was issued a warning and threatened with a fine of up to $103,200 in April but failed to rectify the safety concerns.

Federal Education Minister Jason Clare said the provider had been warned but failed to meet expected standards.

“If you don’t meet the standards, then you can have your funding cut,” Clare said. “That wasn’t an idle threat.”

$3.6 billion childcare pay deal staves off pay cuts, fee hikes and a strike

Tens of thousands of childcare workers will avoid pay cuts after the Albanese government agreed to double its $3.6 billion election pledge to prop up early educator salaries, due to expire this year.

Funding for the two-year deal to give early educators a 15 per cent pay rise, announced ahead of the 2025 election, was to expire in December. Sixty-thousand workers were facing pay cuts of 5 to 6 per cent, according to the United Workers Union, which was threatening to strike next month if the subsidy wasn’t extended.

A cap on how much providers could hike fees was also due to end in August, leading to calls from advocates for a new deal to prevent further price rises for families.

Childcare workers will no longer walk off the job in July because the federal government has agreed to fund a 15 per cent pay rise for an additional 18 months.

The scheme, which affects the wages of 200,000 early educators, would have ran out in November.

A Fair Work Commission decision on gender-based undervaluation means childcare workers will get a permanent pay rise funded by employers in 2029.

Childcare workers have scrapped a plan to walk off the job in July after the federal government agreed to fund a 15 per cent pay rise for another 18 months at a cost of $3.6 billion.

Taxpayers to foot bill for another $3.6b childcare wage subsidy

Taxpayers will fund another $3.6 billion in childcare wage subsidies over the next 18 months, after a supposedly one-off injection of the same amount over the past two years backfired, leaving workers exposed to a pay cut unless it was renewed.

The new funding, which will take to $7.2 billion the gross amount spent on childcare wage subsidies in less than four years, will be unveiled by the Albanese government on Wednesday, along with a signature announcement on Medicare, at the same time the ascendant Pauline Hanson makes her first keynote address to the National Press Club.

Safety, quality and the relationships in between

This has been accompanied by periods of excitement and periods of resistance. But I can honestly say that I have never seen anything quite like the current response to child safety. It goes without saying, of course, that children’s safety must always be non-negotiable.

Overwhelmingly, we all want children to be safe, and we all support stronger systems that protect children from harm. Recent reviews and reforms have emerged in response to devastating incidents and systemic failures that have to come to light and demand action.

This sense of urgency, fuelled by the media, has resulted in reactive and rapid-fire reforms that the sector has been tasked with navigating. However, alongside this urgency I see an uncomfortable question emerging:
