An independent economist has laid the blame for the ACT's financial woes at the feet of the government, saying it's "entirely" due to policy decisions.
Saul Eslake delivered an interim report to the ACT Legislative Assembly, saying the ACT spent more on health and education than most other jurisdictions but was not getting better outcomes.
But Chief Minister Andrew Barr said the ACT was unique in being a small jurisdiction which created "diseconomies of scale", and was still suffering from the effects of the pandemic.
