Corruption probe into Andrews-era firefighters negotiations handed down

A long-running IBAC investigation has found United Firefighters Union secretary Peter Marshall exerted extraordinary influence in pay negotiations with the Andrews government.

The report stopped short of making any findings of corrupt conduct, instead warning such behaviour raised the risk of corruption.

Mr Marshall accused IBAC of wasting public money and said its surveillance methods were extreme.

On Wednesday morning, Victoria’s Independent Broad-based Anti-corruption Commission (IBAC) handed down its report into Operation Richmond – an eight-year investigation into dealings between the state government under former premier Daniel Andrews and the United Firefighters Union boss, Peter Marshall.

IBAC found that Victorian Labor ministers, MPs and public servants engaged in what it called “serious and concerning conduct”. It did not, however, find that there had been corrupt conduct.

IBAC identified serious problems in how the Andrews government struck pay deals with the Country Fire Authority (CFA) and the Metropolitan Fire Brigade (MFB), alongside the creation of Fire Rescue Victoria (FRV).

Senior members of the former Daniel Andrews government engaged in “serious and concerning” conduct in their dealings with the firefighters’ union leader, Peter Marshall, a long-awaited report by the Victoria’s anti-corruption watchdog has found.

The report by the Independent Broad-based Anti-corruption Commission was tabled in parliament on Wednesday, eight years after their investigation first began.

While it did not find that any individuals engaged in corrupt conduct, the report said senior members of the Andrews government engaged in “serious and concerning” conduct in their dealings with Marshall – the secretary of the United Firefighter Union (UFU) – when negotiating pay deals for the Country Fire Authority (CFA) and Metropolitan Fire Brigade (MFB), and their later amalgamation into Fire Services Victoria (FSV).
